Theme: "Libraries as Driver for Open Access"

One of IFLA’s key objectives is Access to knowledge. In academic settings, this issue has been discussed for more than 20 years in the framework of multiple Open Access initiatives. Recently, the movement has gained momentum and different approaches to foster Open Access are currently implemented worldwide.
One emerging solution is the swift transition from the subscription system to the Open Access system advocated by the European OA 2020 initiative. Libraries are incentivized to move forward either by negotiating new types of agreements with publishers or by setting up their own scholarly communication systems with the support of researchers or by participating in large institutional repositories.
At the 2018 IFLA World Library and Information Congress in Kuala Lumpur, Malaysia, the Science and Technology Section, the Serials and Other Continuing Resources Section are sponsoring a joint session.
This session can include communications on the following issues:
- Impact of OA mandates in various academic environments,
- Monitoring of Open Access
- Experience with business models under transition (APCs, offsetting, per-article author-side payment, membership fees, advertisements, other new models)
- Opportunities and Risks of Gold Open Access
- Opportunities and Risks of Green Open Access
- New Technologies and tools supporting OA publishing & the transition
- Exchange with and positions of academics
- Other disrupting ideas to archive an Open Access publishing system
Speakers will have 20 minutes to give their presentation. The full text of the final paper shall be no more than twenty pages, double-spaced.
Final papers and presentations must be in one of the official IFLA languages: Arabic, Chinese, English, French, German, Russian, or Spanish. The abstract for review should be in English.
Authors are expected to read IFLA Guidelines for presenters available at https://2017.ifla.org/programme/guidelines-for-paper-authors-and-presenters and watch for the 2018 update that should be published shortly on IFLA website.
An interpreter may be available for the session (to be confirmed).
Important dates
18 March 2018: Proposals due
9 April 2018: Acceptance notices sent to authors
1 June 2018: Full text of papers due
24-31 August 2018: WLIC 2017 Kuala Lumpur
Submissions
All proposals must be received by 8 March 2018 the extended deadline of 18 March 2018.
Proposals must be submitted by email and must contain:
- Email subject line “IFLA Kuala Lumpur Paper Proposal”
- Title of the paper
- Author(s) of the paper
- Paper abstract (500 words maximum)
- Speaker’s name, professional affiliation, postal address, and email address
- Biographical note on the speaker (150 words maximum)
- Language of the paper
- Language of the presentation
- Papers must be original and not have been published or presented elsewhere.

Please note
At least one of the paper’s authors must be present to deliver a summary of the paper during the program in Malaysia. Abstracts should only be submitted with the understanding that the expenses of attending the conference will be the responsibility of the author(s)/presenter(s) of accepted papers.
All papers that are presented at the WLIC 2018 will be made available online via the IFLA Library under the Creative Commons Attribution 4.0 license.
Authors of accepted papers must complete the IFLA Authors’ Permission Form.
All expenses, including registration for the conference, travel, accommodation etc., are the responsibility of the authors/presenters. No financial support can be provided by IFLA, but a special invitation letter can be issued to authors.
